The eight stages of Haiti's budget cycle
Formulation
Haiti's budget cycle opens each October with a joint launch meeting of the MEF, the Ministry of Planning (MPCE) and the Primature, followed by the cadrage macroéconomique (macroeconomic framework) and revenue forecasts that set indicative spending ceilings. These findings are condensed into the lettre de cadrage, the framework letter that guides ministries as they draft their credit proposals.

Approval (Enacted budget & investment)
The MEF consolidates ministries' credit proposals through budget conferences into the draft Finance Law, which is sent to the CSCCA for an advisory opinion and to Cabinet for approval before Parliament debates and votes it, normally by the second Monday of September, with the President promulgating it by 28 September.

Citizens budget
The Direction Générale du Budget publishes the budget citoyen, a plain-language, illustrated version of the finance law that translates revenue and spending figures for the general public. It is an information and awareness tool, not a decision-making one.

Execution
Once the Finance Law is promulgated, spending institutions engage, order (ordonnancement) and settle expenditures under the responsibility of an ordonnateur, with each transaction cleared by the prior visa of the budget's financial controller before the Treasury pays it.

Mid-year (Revised)
When budget assumptions shift materially during the fiscal year, the MEF revises the budgetary perspectives and formulates adjusted credits, compiled into a draft loi de finances rectificative that follows the same path as the initial Finance Law: CSCCA opinion, Cabinet approval and a Parliament vote.

Oversight
Throughout the fiscal year, the Cour Supérieure des Comptes et du Contentieux Administratif (CSCCA) exercises external oversight of budget execution, periodically controlling unjustified expenditures and the collection of public revenue, and may refer a violation to Parliament if it finds funds misused.

Audit / Settlement
After the fiscal year closes on 30 September, the Treasury centralizes public accounts and the MEF drafts the loi de règlement, the settlement law recording the year's actual revenue, spending and debt outturns. The draft goes to the CSCCA for a conformity opinion by 30 May, then to Parliament for deposit and vote by the second Monday of June.
